Child found ‘shivering, cold to the touch’ on the side of the road in Hayden, Idaho Saturday morning

A small child who wandered out of his father’s apartment was found on the side of the road in Hayden, Idaho early Saturday morning dressed only in pajamas and without socks or shoes.

Kootenai County Sheriff’s deputies found the 2-year-old boy who was “shivering” and “cold to the touch” in the 8600 block of Government Way walking along the roadway in 47-degree temperatures, according to a sheriff’s news release. The child was attempting to cross the street to see the “Tonka Trucks,” the child told deputies, which were large construction vehicles on the other side of the road.

Deputies located the child’s father, Castulo P. Costilla, in a nearby apartment with the front door open and him asleep on the couch, the news release said. He admitted to deputies that he’d been awake for two days, was using meth and consumed “heavy amounts of alcohol” the night before and smoked marijuana earlier in the morning. After searching the apartment, deputies located meth within the reach of a child near several toys.

They also located a handgun which Costilla had stored under a bed, the sheriff’s office said. Deputies took possession of the firearm.

Costilla was arrested on suspicion of felony injury to a child, possession of meth and marijuana, illegal possession of prescription medication, and possession of paraphernalia.

According to the news release, Costilla has two previous injury to a child charges in 2011 and 2012 in addition to previous felony charges in California and Arizona.

The child was released to other family members.
