Who’s responsible?

I recently filed and received three days later a denial for a claim for pothole damage to my tire and rim. While I understand others have also been denied, the reason given I find curious indeed. It stated North Division and Lincoln Avenue is not maintained by Spokane County but rather the Washington Department of Highways. I was instructed to file a claim with them. I also read in Sunday’s paper that that stretch of road will be repaired next week. While many requests have been denied, I feel that if the road is that bad, it should be a responsibility of the city to at least in part support repairs. Just my 2 cents, as that is about all that is left after a new tire and rim for my car.
