Art was born in Spokane, WA to Arthur B. Jr. and Hazel Carter and big sister Karen.
He grew up in Glenrose, attending the Glenrose School, Adams Elementary, Lewis and Clark and in the first graduating class of Ferris High School in 1966.
After working for Murphy Bros. Construction for one year, he joined the Army and proudly served with the 101st Airborne.
He earned two Purple Hearts and the Bronze Star with Valor in Vietnam during the TET Offensive.
After three years he returned and spent most of his career with Murphy Bros. After retirement he became active in Veterans Affairs as an officer in DAV 6, two time Commander of the Military Order of the Purple Heart, and as a member of AmVets and VFW Post #51.
Art initiated the first nationwide Purple Heart Flag Ceremony in Spokane in honor of National Purple Heart Recipient Appreciation Day.
The A/P picked up the story and it went nationwide.
Now on every August 7th the Purple Heart Flag is flown in Spokane, including at the county courthouse.
There are now such ceremonies held across the country.
He is survived by his wife Linda of 42 years; son Arthur B. Carter IV (Kathy); grandchildren: Alexis and Arthur B. V; step-grandson Scott Sampson; his sister Karen Osborne (Ed); nephews Ed, Ryan and Corey Osborne and families; numerous great-nephews, nieces, cousins and special son of the heart Casey Baker and family.
The family thanks the wonderful care given by the VA, Sacred Heart Hospital, Hospice of Spokane and his wonderful Veteran families, especially Phil and Norma White and Randy and Von Howard.
A Graveside Service will be held at 11:30am on Saturday, February 6, 2016 at Greenwood Memorial Terrace in Spokane.
A Memorial Service will follow at 1:00 pm at VFW Post #51, 300 W Mission Ave, Spokane, WA.
