Reward is good business

A manager working for the city of Spokane takes out 12 ordinary employees and spends $400 to reward extraordinary effort. Sounds like smart business to me. The City Council thinks “this is not a good use of taxpayer money.”

This is the same council that a few weeks back passed an apprentice ordinance requiring contractors like myself to hire additional people merely to meet a goal. In our case, this will mean three extra employees on a five-man crew at a cost of $1,000 per day that the city will pay for. I would argue that’s not a good use of taxpayer money.
