Police issue sex offender advisory

Spokane police want to notify the community that a level III sex offender has moved into the 100 block of South Adams.

Richard Payne, 49, was convicted of first-degree attempted child molestation, police spokesman Cpl. Tom Lee said. His victims were 10- and 11-year-old girls.

Payne is described as 6 feet tall and 200 pounds. He has brown hair and green eyes.

He will be supervised by community corrections Officer Bob Bromps with the state Department of Corrections.
