City OKs paving of Haven Street

Haven Street through Hillyard’s historic business district is going to be repaired this spring and summer under a $1.3 million paving contract approved by the Spokane City Council on Monday.

Spokane Rock Products Inc. won a bid to reconstruct the southbound street from its connection with Market Street just south of Francis Avenue to its return connection with Market Street just north of Garland Avenue.

The bid was about $200,000 under the city’s engineering estimate. The work is being funded from a $117 million street improvement bond issue approved by voters in 2004.

In other action, the council approved a contract with Degerstrom Corp., of Spokane Valley, for paving an alley between Olympic and Wabash avenues from Lidgerwood to Addison streets at a cost of $39,800.

Shamrock Paving Inc., of Spokane, was approved for a $41,000 contract to pave an alley between North and Sanson avenues from Cincinnati to Nevada streets.

Also, the council set a hearing before the city hearing examiner for May 2 at 1:30 p.m. at City Hall on the final assessment roll for paving and other street improvements for Houston Avenue from Cincinnati to Nevada streets and Cincinnati Street from Houston Avenue to 132 feet north of Houston.

A local improvement district made up of 19 adjoining property parcels was formed to finance the majority of the $346,000 in work. The city’s 2004 bond issue provided a partial subsidy of $111,600 to reduce cost to adjacent property owners.

The availability of bond money to reduce costs of local improvement paving projects has increased the number of gravel streets being paved this year. Property owners are seeking to take advantage of the supplemental funding to reduce their costs for pavement.

Also, the council approved an ordinance vacating the street right of way in Sheridan Street from Sprague Avenue to First Avenue in the East Central Neighborhood.
