Project Proposed In Right Of Way

The Spokane City Council on Monday set a public hearing for June 2 on a developer’s request for the city to relinquish public ownership of Napa Street north of 29th Avenue.

Glen Cloninger wants to build a mixed-use residential and commercial complex on the 7.7-acre site.

He is asking the council to give up the unused public right of way of Napa Street to make room for his project.

His plan is also pending before the city Plan Commission, which is considering a change in the comprehensive plan to allow neighborhood businesses, offices and apartments in the same development.

Currently the city’s comprehensive plan limits such developments to the north bank of the Spokane River.

In other business, the council approved the final assessment role for 16 parcels of property that adjoin a street-paving project in Lincoln Heights.

The project involved paving, curbs and sidewalks on 21st Avenue from Myrtle to Cuba streets.

The final cost of the project was about $100,000.
