Avista substation relocation downtown

Avista Utilities is reshuffling its infrastructure on the south side of downtown, opening up opportunities for redevelopment and public space along Post Street and Third Avenue that planners aim to take advantage of.

The 700 block of West Third Avenue has been cleared to construct a new electrical substation to replace one that sits next to the historic Steam Plant building nearby, shown Wednesday, Feb. 24, 2021, in downtown Spokane. The move of the substation will allow further development around the Steam Plant, which is now a multi-use building with restaurants and retail stores. Before the block was cleared, there was a Domino’s Pizza outlet and a small grocery store.
