Theresa Briggs and her brother, John Milla, were cousins to Linda Strait, who was 15 years old when she was raped and killed in 1982, and her killer wasn't found for 22 years – not until a detective used a DNA match to ID the killer as a man in prison for the abduction of two 8-year girls. Milla, Briggs and other family members are outraged that Linda's killer will have a parole hearing, and possibly released.
