Use 7 or 8 pieces of standard tissue paper for each pom-pom.

Accordion-fold tissue into about a 1 1/2" accordion.
You'll also need wire for hanging, wire cutters, and scissors.
Fold your accordion in half lengthwise and twist a piece of wire (approximately 18") around the center.
Cut the each end of the paper in a point, approximately 2" long--perfection is not necessary.
Open your accordion.
Pull the layers of tissue apart to create the body of the pom-pom. If it tears a little, no one will notice, but do be a bit careful.
Fluff the layers to create body. When you're happy with the shape, hang the pom-pom by the wire. Fun!
