Internal investigation into Thoma colission

The Spokane Police Department internal investigation into Brad Thoma after he was charged with drunken driving and leaving the scene of a collision in 2009. Thomas is suing the city of Spokane and former Police Chief Anne Kirkpatrick. He claims that he was discriminated by the city for being an alcoholic.
