Letter telling CdA Tribe it could make arrests

This Feb. 6, 2007 letter grants the Coeur d'Alene Tribe the right to arrest non-Indians in drunk driving or emergency incidents, but it is not on county letterhead and was never stamped "received" by the tribe. The tribe says it never got a copy of that letter until Sheriff Bob Kirts hand-delivered it a few months ago.
