OTV: CdA Cops Should Apologize

OrangeTV (RE: Sgt. Wood: CPD can't say much): What the hell is wrong with our Police Department when they can't even issue a statement with at least SOME semblance of human compassion and emotion involved? "Sorry for the grief the dog owner is feeling" is not exactly atonement and sincerity. How about an apology for shooting the poor dog in the first place. Even if it is later revealed that the shooting was somehow legit (unlikely), such an apology would at least go miles toward public relations in the mean time. Oh, wait. That would require admitting they made a mistake and of course the almighty PD is superhuman and infallible, so that would never happen. Full comment here.

Question: I have two questions: Would an apology from the Coeur d'Alene Police Department, at this point, mean anything? And: Should the department ask for an external investigation into this shooting, possibly with citizen involvement?
