Three motions on the floor in Rev & Tax…

There are now three motions before the House Rev & Tax Committee on HB 581, the “nexus” bill on online sales taxes. Rep. Stephen Hartgen moved to hold the bill in committee, killing it. Rep. Clark Kauffman moved to send it to the full House with a recommendation that it “do pass.”

Rep. Mike Moyle made an amended substitute motion to send it to the House’s amending order. He said he favors an array of amendments, from addressing a concern from the Farm Bureau about whether an item purchased online that’s exempt from tax through a production exemption, but is wrongly taxed, is eligible for a refund; to removing some of the wording in the bill that Hartgen disliked – though Rep. Mat Erpelding said those criticisms were factually incorrect; to adding in an income tax cut. “I’m not hiding anything from any of you,” Moyle said. “If the good senators aren’t willing to move with that other bill, I think this an opportunity to do both thing. ... The tax is due, I understand that. But I think that the taxpayer also ought to get some benefit from this new tax that they’re going to be paying, the tax that they’re not paying now that is going to be collected here.”
