Reps. Scott, Nate release draft bill on ‘constitutional carry’
Reps. Ron Nate and Heather Scott have released their draft legislation on “constitutional carry,” or allowing people to carry concealed guns without a concealed-weapons permit. The draft just adds this line to the list of places where current concealed-weapon permit requirements don’t apply: “Outside the confines of any building within city limits.” Idaho’s law already allows concealed weapons without a permit outside of city limits; that change was made as part of a recent revamp of the state’s gun laws, which previously exempted people from concealed-weapon permit requirements while they were outdoors hunting, fishing or engaging in other such pursuits.
“If passed, Scott and Nate’s bill would legalize carrying a concealed weapon without a permit both outside and within city limits throughout Idaho—eliminating potential confusion in Idaho’s gun laws and providing consistency in the law in both counties and cities,” the two lawmakers said in a news release.
Scott, R-Blanchard, said, “We decided on this language because it keeps all other substance of the law exactly how it is now, it doesn’t interfere with our reciprocity with other states, and it is easy to understand.” You can see the draft bill here.
