Kolby Gull, superintendent of the Challis School District, spoke in favor of the Luna reform plan. He said education stakeholder groups are split on it. "None of these groups are the bad guys," he said. "The status quo is not good enough, education needs to change. I still fully and wholeheartedly support Supt. Luna's proposal. If I made the rules, I would adopt it. Unfortunately, this program is being viewed as being done to us, and not for us. ... Remember, we're all in this together." Gull said if the Legislature doesn't choose to enact Luna's plan, he hopes it will work with all the stakeholders and come up with a widely supported plan to propose by next year's legislative session.
