Library bond losing in rural areas
The Spokane Valley library bond was popular with voters in the city of Spokane Valley and Millwood, but not so in the outlying precincts and rural areas.
The City of Liberty Lake isn't part of the special area, which will be dissolved because the bond issue failed twice.
